The USDA comment period for the National Animal ID System (NAIS) Business Plan closes on 15 April 2008. The Business Plan is a plan for promoting the NAIS program to achieve "100% participation."
 The NAIS is a system for tracking each farm animal in the US and its movements and affects small farmers who own even a single chicken. Even though the USDA (responding to large scale public outcry) keeps stating that NAIS participation is "voluntary" at the "Federal Level," this Business Plan and related documents demonstrate a continued intention to force participation through every back door possible, including automatic "volunteering" through existing disease programs, NAIS registration and tracking required for participation in numerous government, quasi-government, and partly government funded programs such as the 4-H. NAIS requirements and filing costs threaten to bankrupt small, family, and hobby farms nationwide.
